First, have you placed an icon for Speak Clipboard on your desktop? This is
the only way you can assign a shortcut key for it. Second, have you
actually copied something to the clipboard? If the clipboard is empty,
there's nothing in it to be spoken. And finally, do you have SAPI 5 voices
installed on your computer? If you still can't get Speak Clipboard to work,
there are a number of other ways to read the contents of the clipboard
including free utilities like Ditto and Filedir.

Well, there is an easier way to read the clipboard. Just download a free
self-voicing app called Speak Clipboard which will speak the contents of
your clipboard in a SAPI 5 voice (usually Daniel) at the touch of a
keystroke. You can create a desktop icon for Speak Clipboard and then
assign a shortcut key of your choosing to launch it.
