Below is an explanation of " on mouse over " that was posted by a fellow 
list member awhile back.

It means that there is an element on the web page labeled, "Reply all", that
will perform an action when the user hovers the mouse over that element.
JAWS does not attempt to evaluate the action the designer assigned to be
performed.  This is usually just some animation or effects, written in
JavaScript, that are useless to us.  Other times it will pop up with
additional text, like a definition, like a Tool Tip balloon in an
application.  And to make things confusing for us, sometimes the JavaScript
code will go to another page.

To have this action performed, JAWS can let you access this information by
pressing Control + Insert + Enter.  I am not sure how this is different from
forcing the mouse (JAWS cursor) over the element by Routing the JAWS cursor
to the PC cursor (perhaps it is the virtual cursor at this point?) with
Insert + numPad Minus (-).  I am glad that JAWS now allows me to know that
there is some code here that may provide hidden information.

Note that this action is different than what happens when the user clicks on
that element, or in our case pressing Enter.  On some elements, you might
have to try all possible keystrokes to get it to do what you want.  Keep in
mind web designers like to get creative and put in extra, non-standard
stuff.
