in addition to suggestions made by other listers, I think you can have a look at Indie Volume here:

I use it often when I have a number of sound-producing apps simultaneously but without being distracted. You can configure different volumes and sound outputs for these apps. It is, however, a shareware, but I think it is worth its salt. Have a look at it. It may offer some solution to your problem.

I was just out looking at a few more computers. There is another shop that
has a custom built system. This one has a 6 channel sound card. With windows
7 he told me that different applications can be routed to different
channels. Thinking about that could jaws be routed to one channel
andeverything else to another with two sets of speakers? I would like to use
one set for jaws and be able to turn the other down or off.
Other than jaws and openbook I really do not need all of that power.I think
an old xt would actually do most of my needs. I do think that my grandson
would have a problem with that. He has quite a few games on my machine.
