Perhaps what you were told isn't what we would associate with drop-down
menus. . How about, if you visit the following:
http://www.indiopd.org/report_violation.asp
- i got there through the Code Enforcement link, and then found the
Report A Violation Link. there's a table (or form to be filled in) when
you go to that page. maybe take a look at it. Is that what you require?

Hi All;
I am running XP Home, IE8, & Jaws12 latest. I need to make a police
report
to their code enforcement department. When I click on the Support
Services
Division link, a dropdown menu is supposed to come up that shos the
Code
Enforcement / Reprort Violations options. Well, when I click on the
Support
Services Division link nothing happens! Would you all please tell me
if I
need to make some settings changes or what I am doing wrong? The
