You may not be using windows 7, but rather Windows Internet Explorer 7
and in which case, the prompt to upgrade to Windows Internet Explorer 8
can be easily explained. A friend of mine had a similar problem (and he
believed he was being asked to upgrade to windows8) and this was the
solution. He upgraded his Internet Explorer. He is using the woindows XP
Operating system. (Note: difference between Operating System "Windows"
and browser "Windows Internet Explorer". Microsoft? You bet.

I'm willing to bet that this is a virus that you picked up somewhere.
Windows 8 hasn't been released yet, much less announced . I picked up
a
virus several months ago for Windows XP Home Essentials 2012 and had
to
restore my drive from an image backup. This is one that I hope I'm
completely wrong on and not a variant of the one that I had.
