I spoke to the gentleman that created this pdf last night and he said he can
send me the document in o c r instead.  Wil this benefit me?

There's also the issue of whether the pdf was made accessibly or not. 
(it takes much longer to resove/OCR a poorly formatted pdf.) If people are
referring to pages while discussing the pdf, then you can use the Go to Page
Feature in Adobe Reader - ctrl-shift-n, and then type the page number and
press enter.
