Are you attempting to force an application to be displayed in the System
Tray, which would not normally be there, or are you attempting to
control which icons and thus which items will appear in the Insert + F11
list?  Windows 7 normally starts only showing the icons which last had
notifications if there are too many.  If this is what you are after, I
can explain how to control which icons are displayed.
