If you still have an XP machine, this can be done very easily with Sound
Recorder.
Like you, I found WavePad less than appealing for chopping in small
increments.

Is there an easy way to remove 1 second at the beginning or end of a wav
file. I have wavpad and downloaded gold wave and can not figure out how to
clip a second or two. I have some recordings made on a digital recorder and
can edit but not fine tune.
