I see you are from Washington State. I used to live/work in Spokane and my wife, who is also blind, is from Mt. Vernon.

I think you are expecting a new page to open when you hit that help button. On my Pc, when I hit spacebar on that button, after about ten seconds, additional forms become available on that page where you can fill in your contact info i.e. name, location, email address etc.

I didn't bother filling them out since it is for Washingtonians only.

Artificial intelligence is no match for natural stupidity.

Once in awhile I come across buttons that don't work on some web pages. I hit enter and nothing happens. Anyone come across this?? Is there another way to click on a button without using the mouse?
