Well, I'm not Martha, but probably have been called much worse,lol. On my settings, my HTML is not checked, just plain text. So try that first, we are all different in how we like our emails to display, so while this works for me, it might not suit you.
Make sure you do the apply button and then the ok button in order for any changes to take affect. I can click on any link sent to me via email and go straight to the site. I am not using Outlook Express, although Jaws will often say that. I use Window's Mail not to be confused with WLM. The tools/options are very close in OE though. This concludes the scope of my knowledge on this subject.
