Or... Maybe if you close it, it'll stay closed for a little bit. Not sure even on that, since some pages are habitually refreshing. (You can make individual Web page exceptions, though, where the Notification prompt will
stay away.)

That's true. This from the Notification Bar FAQ IN IE9:

Can I turn off the IE9 Notification bar?
No, but you can click the Close button on the right side of the bar
make it disappear. The bar will also disappear if you navigate away
from the current page.

Hi Flor,

I tried playing around with different settings with the pop-up blocker turned on but, I couldn't get it turned off completely like you can do
in IE8.  In IE8, tools / options / security / customm..., you can
totally stop the information bar from appearing / speaking.  But,
that's okay, this was more of a curiosity than a necessity. Thank you
very much for telling me where to go, in IE anyways!  LOL,  hahaha
hahaha hahaha,  LOL Take care.

You'll find the pop-up blocker settings dialog boxes in the Tools |
Options | privacy tab.
