I just checked my Privacy settings, and I have cookies enabled, so
apparently, this isn't the cause of the problem with the Search Settings
page.

See if your cooky settings have ben changed. Some times when you do a
windows update some settings get set back to default. You will find
them IE in tools menu, Internet options, privacy tab menu, advanced...
