When you installed your JAWS version the problem occurs in, the Vocalize Expressive was not the original synth you used with it? It would help you of course if you could just reverse the change you made, first by recalling, and then reversing, the steps you carried out to implement it. You may have to put up with the inconvenience, however, as long as you use the Vocalize Expressive. An alternative (which may not have any effect, but woirth trying perhaps) is to choose a different Vocalize Expressive voice.

I'm using the vocalize expressive voices.
That's the original setting.
I've tried setting it at all four levels.
I'll try the restore.

What level is the speaking of brackets at now? (You may need to first
set it at a higher level, before you lower it again, for a lower setting to take effect.) Are you using Eloquence, or what speech synthesizer are
you using? Sometimes this kind of thing is hard-wired into the speech
software, so that it will pronounce a sign regardless of your JAWS
setting for it. Have you tried the Restore Defaults button in Customize
Punctuation? Are you using a different synthesizer than you were when
you first reset the punctuation level for brackets? If so, then revert
to it and then change the setting.

I tried going into the settingcenter and I tried to change it, with no
luck.
It also says the at sign too.

Do you mean brackets or parentheses? [They are different.]
You could decrease the punctuation level setting in JAWS Options
basics,
or you could (in the Customize Punctuation dialogue, which you can get
to via the Settings Center. Type punctuation, and this will be one of
the results.) - customize whether JAWS speaks or mutes punctuation
signs. (The radiobuttons you tab to from the list of signs there do
the
oposite of what you might expect: If you choose the ALL radiobutton it
means Mute All for the sign to which it applies; NONE means Mute
None.)
