Hello,

I'm using Windows 7 and JAWS 16.

I recently had a problem with my keyboard where the keys started doing goofy 
things.
What was happening?  Well, Without knowing it, I was hitting a special key 
short cut that would change my keyboard type.
When this happened, my right control key seemed to be stuck down  
The solution was to go into the control panel - Regional and language settings 
and turn off the hot key combinations that allowed me to cycle the keyboard 
type from US to Multilingual to Canada-French.
While in there, I also turned off the Language bar.  

This might give you a hint as to what might be happening in your situation.
