I don't think WordPad allows you to have multiple documents open at once. But when you want a new document just press control N the way you would in most other Microsoft programs. The difference is you will be prompted to save the first document before a new one is created if you haven't done so already. In any case, after you press control N you will be presented with a new blank document. The previous document is closed. This is from memory but I think that's the way WordPad still works.
