It will install a toolbar, though. However, you are prompted whether or not to enable it the first time you open your browser or, at least, this happened first time I opened IE 11 after installation. Also, the installation is absolutely not blind-friendly--I'm a highly experienced JAWS user and former FS employee and I had to have my sighted wife help me with the installation because absolutely nothing spoke during that process. Like I said, I wish I'd never have heard of this program because every time I open a document--even a single-page document--JAWS stops speaking.
