It might not matter in this case, but some of the adapters don't support all of the serial lines, making them unsuitable for use with certain devices (e.g., some braille displays). I've read about this on the BRLTTY mailing list.
I bought a Belkin USB to serial adapter that worked with a DECTALK Express perfectly well. I can't remember whether the DECTALK Express uses hardware flow control.
