Prior to version DC, all accessibility settings appeared in preferences, but 
what Mario and Tom explain is correct for DC. I haven't double-checked, but 
there might still be some relevant settings in preferences, which is reached 
with the Adobe keystroke control-k.

David, go to the edit menu with an alt+e, then up arrow to accessibility
sub menu, right arrow to open it and down arrow to setup assistant, and
press enter.
