using the startup assistant adjusts the major settings for accessibility, adjusting the preferences allow tweaking of specific settings. I never encountered the message you relayed about opening/viewing the PDF outside of a frame.

hello there;
is there not some settings that need to be changed in the preferences menu?

David, go to the edit menu with an alt+e, then up arrow to accessibility
sub menu, right arrow to open it and down arrow to setup assistant, and
press enter.

good morning all;
one of my client's contacted me regarding adobe DC.
here's his question,

I'm having an issue with reading PDF's using Adobe. I'm working on a
research assignment for school and when I open each PDF, Jaws does not
read the text. When I try to use the OCR to read the document, it does
not.
Before opening the PDF, the following message appears on the website
used to gather the PDF's:
This PDF document opens in a frame, to view the document outside of a
frame, please change your Adobe Reader settings. To do this, open Adobe
Reader, go to help menu and select accessibility setup assistant options
then select use recommend settings and skip setup.
However, I cannot seem to be able to find where any of these options are
in the help menu through Adobe.
