If I am understanding correctly, MP3 gain will work with Windows 8.1, or
Windows 10?
Is that true?

Try using MP3 Gain. You can equalize folders and subfolders.

I have quite a few mp3 files and noticed that they do not all play at the
same volume. I looked around gold wave but not sure if It can make all of
them at the same level. I also have express burn. I am wondering what is
the easiest way. With express burn I could probably make a cd and have it
normalize the tracks. I would then have to extract and copy them to a thumb
drive. Probably would have to convert them back to mp3. I would perfer to
use gold wave.
