Which JAWS version are you using? I experienced this problem (and worse) with JAWS 16 and early releases of 17, but not with IE, as I don't use IE. However, Adobe Reader (if I switched to another application while using it) and Microsoft Outlook were definite causes. The bug must have been found and fixed, as it disappeared after a JAWS 17 update.
