I believe that is the OCR stand alone installer, & I finally found a 
download link:

ftp://ftp.freedomscientific.com/users/hj/private/WebFiles/Tools/FSOcr14.0.851ENU.exe

Note: You will need an internet connection during the JAWS installation. If 
you will be installing JAWS on a computer that does not have Internet 
access,
            you will need to download and install the
Convenient OCR Installer
 before beginning the main JAWS installation.

Hi Adrian,

I couldn't find a download link for the OCR feature on the FS website, so I
would suggest running a repair on Jaws.

I've noticed that OCR has failed to start on more than one online PDF
document, and it may never have loaded since I had to reinstall everything
on a new hard drive. It suggests that even though I downloaded and installed
JAWS 17, the OCR engine needs to be installed independently. Can anyone
advise what I need to do?
