As I'm sure you realize, a .JPG file is an image file. With luck, someone will 
have a definitive solution, but two possibilities come to my mind.

First, I wonder if renaming the file by replacing .JPG with .PDF would retain 
the file's integrity. If so, this would enable the JAWS OCR feature to 
recognize and convert it into text. In order to change the file extension, 
you'd need to save the file onto your system. Then edit the filename by 
pressing F2, making your changes, and confirming the change with the enter key.

Second, if that approach doesn't work, I've come across a program that converts 
.JPG files to .PDF files. I tried it once a long time ago and it worked, but I 
haven't had need of it again. The program isn't free, and I have to say I don't 
like the aggressive marketing techniques of the software company, NCH. But, in 
case it helps, the application's name is Pixillion Image converter.

Once the file is in PDF form, open it and presumably Adobe Reader will take 
over. 

To perform OCR after a .PDF file is open, press the JAWS key  and spacebar 
together, release, then press o, release, then press d.

I hope I haven't made this too complicated, and most of all, I hope you can 
make the file accessible.
