May have to just do it the old-fashioned way: Move to the Address Bar with Alt + D or F6 and press Control + C to copy the address to the clipboard.
Press Windows + M to minimize all apps and go to the Desktop. Press Control + Space to deselect the selected item. Press the Context menu key (Shift + F10) to get the context menu. Choose New/Shortcut and paste the URI, press Next, and give it a meaningful name. Press Finish.
