Hi Donny, If she is using Outlook Express, the only way that the forward would be going out as an attachment is if she hit the applications key and the letter "W" to forward as an attachment.
Otherwise, I believe that ctrl-F will send as a regular forward. I may be wrong, but I've gone through all the options in Outlook Express and the Accounts options and I didn't see anything that would cause Outlook Express to send forwards as attachments. She would have to consciously send the forward as an attachment using the keystrokes specified above.
