In that case, something's hosed on your computer. I've used Narrator 
extensively ever since it was first included in Windows and am here to tell 
you that selecting Exit and pressing ENTER is the way to close it.

Here are my Narrator settings:

Announce Events on Screen is checked
Read Typed Characters is checked
Move Mouse Pointer to the Active Item is checked
Start Narrator Minimized is not checked

These check boxes are immediately below the Help, Voice, and Exit buttons in 
the main Narrator dialog. Make sure that your settings are the same and you 
should have no trouble in the future negotiating the Narrator dialog.

Trust me I was  trying everything I could to close this sucker..I heard both
jaws and the narrator say close and cancel but enter or spacebar and even
did a left mouse click and it would not close, until I finally routed jaws
and found it to be the Alt X and once pressing that I was asked if I was
sure I wanted to close and to press Alt Y.
I tried tabbing right arrowing up/down arrowing all the tricks of the
trade,lol
