Did you think to look up what Error 5 is with the ERRMSG command?
You don't have permissions to install the service. However, do you know that Windows 7 is supported by jBASE? It seems to take a long time for a new version of windows to be supported. Anyway, try doing this as Administrator and/or ensuring that you have the required permissions.
