Yes, you can use 'wlp' on Windows but this (free) utility is severely limited in its functionality and exhibits problems when attempting to capture output to a file.
You would be much better off coughing up $40US for DOSPrinter and using it as middle-ware with jBASE. I've been using this program for years and there is nothing else out there (for this price) that comes close.
