jBASE 5 will run just fine on Windows 8 ( and Windows 8 To Go). 

For jBASE 5, you just follow the instructions on the jBASE web site for
compiler:

For jBASE 4 on a 32bit machine, you would need to use the Windows SDK v6.0A.

As stated in an earlier response to Kevin Powick:

The jBASE compiler is not reliant on the latest and greatest Visual Studio
release. If you read the jBASE release notes, the Visual Studio version
which has been used to build the Windows binaries is always stated.

Visual Studio 2003 was used to build jBASE 4.6.1.16 (now 4.6.1.17), the
latest jBASE 4 version.

Visual Studio 2005 SP1 was used to build jBASE 5.2.15 (now 5.2.20), the
latest jBASE 5 version.

It is normally possible to use a later version of the Windows SDK to build
BASIC code, i.e. Windows 2008 or the Windows SDK for Windows 7 and .NET
Framework 3.5 SP1 for jBASE5. You should be aware that the jBASE compiler
expects certain C++ features to be in place, which may not be the case with
the latest and greatest. 

The jBASE web site provides recommendations for which Windows SDK to use and
anybody that is still not sure can always contact jBASE Support for advice

Has anyone out there successfully run Jbase 3/4 or 5 on the new Win 8 
platform? I understand there is no SDK on it so there is no ability to 
compile programs without buying additional items.
