We have 3.4.10 running on Windows 8 Pro on a Dell XPS10 tablet and an older Dell Zino, they both run code compiled on other machines without issue. The tablet is 32 bit, so the regular install worked fine there, the zino is 64 bit and we had to use a custom script to install on that. I'm pretty sure that Visual Studio Express 2012 does include cl.exe, and I think we tried compiling on the Zino using that, but that was months ago, I'm not near that machine, and I can't recall if we registered for use after 30 days. If I remember I'll look and see
