The best way to resolve this is probably to fix the I/O ERROR with the linux printer called counter. jBASE is probably not having any problem. Start by isolating it as a linux process and simply sending a known linux file to the counter printer to see what error returns. To truly emulate what jBASE does that would be done with "cat /etc/hosts | lpr -Pcounter". See what errors appear on the screen. Do lpstat -t and garner information from there to see any problems and also check the /var/log/cups logs. This will probably give you the error which will lead you to a solution.
To restart the jBASE spooler you would as root, run SP-SHUTDOWN which will stop the jBASE spooler daemons and REST-SPOOLER will restart them, but this error has nothing to do with the jBASE spooler.
