Yes, that would be correct. Although, I think the tests should be
against pre-compiled pages since that is more realistic.

Yes, but if Tomcat is used in conjunction with Apache this should be a
less important point.
Nevertheless, these are issues we need to address. Of course, we can't
do much about Tomcat's performance, but we should at least make our end
as good as possible.
