But apart from being a specific SOAP transport it wont be of any use to send
SMS, as you probably won't be using the same telecom provider...

The is no such things a generic public SMS access, as you have to have
access to an SMSC. An only telecom operators have SMSCs.
So nobody outside a telecom operator can send SMS directly to a network, you
always have a service provider in the loop.
So unless you do it for a telecom service provider or you take advantage of
some interface that a service providers allow you to use, you will have
difficulty with sending SMS from Jabber in a generic manner
