Which locales, as a matter of interest?  (Are those locales translating
the phrase "Universal Access", or are they still just translating the
old term, "Accessibility"?)

We made this change so that the menu item wouldn't be top of the menu
any more-- people always used to complain about it being first.  Of
course we knew it would have a different effect in different locales (or
no effect at all, in some cases), but we couldn't really tell what those
differences would be until the translations were complete.
