List target for JIRA case creation should be jena-dev instea of jena-commits?

Hi All,

I think the target list for creating new JIRA case for Jena better
sent to @jena-dev instead of @jena-commits?

This will allow dev communities to get updates about new JIRA created.

Just my 2--cents.
