Sometimes projects direct everything to dev, sometimes they send SVN

I don't have a strong feeling about this, what do others think? Folks
agree with Henry?
I'd tend to have JIRA notifications on @jena-dev and commits on
@jena-commit but I'm new to the Apache way of doing things and don't
feel strongly either way.
There is no specific "Apache Way" in this case. Projects need to work
out the best workflow for their community.

Hi All,
I think the target list for creating new JIRA case for Jena better
sent to @jena-dev instead of @jena-commits?
This will allow dev communities to get updates about new JIRA created.
Just my 2--cents.
