As I understand it, the "New Job" link only makes sense when you are limited to top level items that are all "Job"s. Once you install a plugin like folders or the cloudbees update center plugin or the cloudbees templates plugin or other plugins that define new top level item types... well "New Job" does not make sense to the user as the way to create those things.
Hence, since some time in the 1.450's some code went in to core purporting to make "New Job" show up as "New Item" when the various TopLevelItem descriptors disagreed over the pronouns that they needed... There were, however, bugs in said code. I think only recently have those bugs been fixed. I suspect that other such inconsistencies should be resolved going forwards.
