it would be possible to use the term ‘job’ when all registered
TopLevelItemDescriptor’s have a clazz assignable to Job, which would
be the case in the current Jenkins bundled plugin list. Not sure if
this is really more helpful or just confusing (since then installing a
new plugin could change the text of existing links).

If it is in fact a job, then that is correct. The /newJob page lets
you select any kind of top-level item; after you create a particular
item, then various labels are set according to that item’s “pronoun”
(*), often ‘project’.
