I agree that the use case is a bit different, and I do not think the publish over plugin would be the best place for this functionality. Out of the three I would think the SCP plugin would probably be the best choice - assuming one wanted to go that route.
At the same time, I agree with Richard that it seems to me like this functionality should be an SCM option, in which case it would probably make more sense to create a new plugin.
