Sorry, but for me this design is the way back to 90': huge margins, full of borders instead of current clean and clear UI (like https://buildhive.cloudbees.com/job/kohsuke/job/github-api/ ) . IMHO Many mentioned problems are caused by pure data forms and form bindings. You are demonstrating collapsible sections, but right now f:advanced can't even collapse content back. Trigger and Properties are 'bundled' and 'mixed' in UI because it's a feature.
Also i don't see any mentions about tfennelly themes work. Hope it will be possible to move such design into theme.
