Yes, it is something doable. Actually Jenkins Test Harness and Acceptance Test Harness already include some Docker integrations even now, and it would be great to expand them. We also had discussions about introducing testcontainers <https://github.com/testcontainers/testcontainers-java> within Jenkins test frameworks, and it's also a good opportunity for increasing Docker adoption.
Swarm/K8s would be also fine. We have use-cases for such kinds of testing in plugins, and any proposals on this front will be appreciated.
