1. "Branches to build" had been already set to $BRANCH
2. "Advance submodules behaviours" and "Recursively update submodules" had been checked.
Result is the same.
I think the Issue#2 is related to my case because when I use "git submodule update --init --recursive", it fetches the content from the $BRANCH, whose configuration is missing in .git/config
