Since 1.501, Jenkins allows extensions to specify different workspace paths by implementing WorkspaceLocator. A plugin could be written to add the feature of round-robin workspaces using e.g. a fixed number of 'slots' to maintain up-to-date.
Therefore there's no need to solve this unusual use case in core.
