Following the advice, I have tested this on IE9, Version 9.0.28 (9.0.8112.16421) with compatibility view turned off, i.e. Browser Mode IE9. The page draws properly as expected. I used the F12 Developer Tools to change the setting. Not sure if this is different to the other commentators.
For clarity when Browser Mode is IE9 Compatibility View the poorly drawn page as in the attached image on this bug is seen. Although mentioned on the environment, the OS is Windows 7.
