A Forwarding Replica would be an ideal solution; perfect for remote Jenkins operations, but it would make your proxy obsolete.
The reconcile command in preview mode is read-only and would only hit the replica. Syncs would use the Forwarding Replica for meta-data and assets, only the updates to the db.have table would be passed through to the Master. There are even newer technologies like Edge/Commit Servers if you like cutting/bleeding edge.
