P4Java is a native API so it doesn't run commands as such. I have had another request to list all synced files, I guess I could look to add more information about the files processed for other operations (reconcile/sync/delete/etc...).
As for timing operations I think there is some Jenkins support for this. I would need to read up on this, unless you know of the particular methods?
It might be best to raise these as two separate 'Improvements'.
