I've now tried disabling the ordinary Trac plugin, and that makes no
difference at all.

Ah, so you are using SVN.  Could that make any difference?  Would you
mind trying with GIT?

I attempted setting up SVN, but I'm having *a lot of problems* with
it.  My trigger works, but that doesn't help much when Jenkins
consistently fails to check out.  Can Jenkins not handle the svn://
protocol?
