update Turbine and Velocity with patched versions that fix the JSP
inclusion issue, while waiting for these projects to integrate these
patches into their codebase.

This is the output of cvs log for turbine.jar. Our current file *is* 
called turbine-2.2b1.jar, and includes some patches from Raphael. If 
anybody can  point me to the right jar file *and* the right changelog 
comment saying where the jar comes from and where to fetch the exact 
source files to reconstruct it, I'll do the update. We will be using 
again a jar that will not be easily re-fetchable, so we should provide a 
clear tag date and procedure to re-create the sources. One alternative 
would be to wait until mpoeschl updates the "official" turbine-2 2.2b1 
release. It would be cleaner for me.

In collective development, the ability to reproduce changes and to track 
versions is completely essential to avoid driving madness into the 
developer/user communities.

I see there are reasons to update the jar, but I have been very confused 
by the fact that our jar *is* already called turbine-2.2b1.jar. I 
thought the change was already done.
