I don't think that would be the problem - as below you say you can
see the generated html web page - which is generated by this class -
is it not?

I am assuming that you can access jetspeed normally and that your
portlet showing the initial pass through the JobSubmit class appears
in it.  

This url that you use to access it normally, is valid to use as an
action url.
