Just an update on my piece of this thread... I tried the advice from the
second message Mark pointed out.  That doesn't change the behavior of the
manager app, but does fix my problem if I resart Tomcat.  That's enough to
enable me to work.

BTW... I had tried searching the archives, but didn't use the proper
incantation.<g>
